The Pakistani Ministry of Human Rights needed a reliable tech partner to help it share human rights knowledge to citizens. With our track record, skills, and expertise, we achieved their goal and created the Human Rights Information Resource Portal.
The Ministry of Human Rights (MoHR) is a federal government agency. Originally created in 1995, its role became limited when it was downsized to a department within the justice ministry.
However, the current MoHR began taking shape in 2008 to better tackle human rights violations cases and deliver justice nationwide. It’s committed to protecting and promoting human rights as per the Constitution of Pakistan, the Universal Declaration of Human Rights, and the international Human Rights Conventions and Covenants.
MoHR agreed on an ambitious program with the European Union (EU). One of the goals of the program was raising awareness to reinforce the knowledge of citizens about human rights.
To achieve this, MoHR and EU’s delegation to Pakistan believed a central repository for human rights knowledge is the best way to proceed.
EU’s delegation to Pakistan was already working with Ernst and Young (EY), one of the largest professional services networks in the world. The latter brought DPL on board to help create the Human Rights Information Resource Portal.

The launch of the Human Rights Information Resource Portal was lauded by many government officials, including the former Federal Minister for Human Rights Shireen Mazari.
Androulla Kaminar, the Ambassador of the European Union, also appreciated the portal saying, “Access to information is crucial for citizens in an open democratic and
transparent society. The comprehensive collection and digitalization of key information about Human Rights in Pakistan and open access to all Pakistani citizens is an important step towards this goal.”
